Change of ownership in Alberton

Bought a car, bakkie, motorcycle or trailer? It has to be tested, registered in your name and plated. We do the roadworthy and the plates here, and stand in the licensing department queue for you.

Two clocks to watch

The buyer has 21 days to register the vehicle, counted from the day the NCO is handed in and the vehicle is e-marked to the buyer's name. That is the clock that matters, not the date on the sale agreement. After 21 days the licensing department starts charging late registration fees.

The roadworthy certificate is valid for 60 days from issue. If the registration isn't done in time, the vehicle has to be tested again; the certificate can't be extended or moved to another vehicle.

What the department wants depends on the transaction: a private sale, a company vehicle or a vehicle from another province can each need something different. Phone 011 907 5288, tell us what you're doing, and we'll tell you exactly what to bring.

Change of ownership questions

GTS / Asked daily
Q/01

How long do I have to register a vehicle in my name?

21 days, counted from the day the NCO is handed in and the vehicle is e-marked to the buyer's name. That is the clock that matters, not the date on the sale agreement. Once the 21 days lapse the licensing department starts charging late registration fees.

Q/02

Does a vehicle need a roadworthy certificate for a change of ownership?

Yes. For a private vehicle the roadworthy certificate is valid for 60 days from the date of issue, and the registration in the new owner's name has to be completed inside that window. We test cars, bakkies, motorcycles, and caravans and trailers up to 3500 kg GVM.

Q/03

Can you go to the licensing department for me?

Yes. You leave your documents with us and we stand in the queue. Our fee starts at R220 for Ekurhuleni and varies by department. That is our fee only, so the department's own charges are additional.

Q/04

Which forms do I need for a change of ownership?

The NCO (notification of change of ownership), completed by the buyer and the seller, and the RLV (application for registration). Both are on our forms page as PDFs. What else the department wants depends on the transaction, so phone 011 907 5288 and we will tell you exactly what to bring.
